PresidentThe President presides at all Executive Board meetings and at Parents Club meetings of the general membership. The President generally supervises all of the HVPC business subject to the control of the Executive Board and the advice of the HVPC general membership. The President acts as liaison to and between parents and school staff regarding Parents Club matters. The President also is a liaison between the HVPC and the LAFSD. The President has authority to execute in the name of HVPC all bonds, contracts, deeds, leases, and other written instruments to be executed by HVPC. The President, Treasurer 1 and Treasurer 2 have signature authority on all HVPC bank accounts, trust companies, or other depositories. The President shall keep the Parents Club archives, with the exception of the Parents Club minutes. The President performs such other duties as may be directed or requested by the Executive Board. The President automatically becomes Parliamentarian the following year. Vice PresidentThe VP is President-Elect of the HVPC. The position is effectively a three-year commitment to serve as VP/President-Elect, President, and then Parliamentarian. The VP acts in the absence of the President, and becomes President in the event of a vacancy in that office. Each spring, the VP is responsible for creating an organizational chart for the following year that identifies all anticipated Board and Committee positions. The VP performs such other duties as may be directed or requested by the Executive Board. Executive Vice PresidentThe HVE Principal serves as the Executive Vice President and is a member of the HVPC Board. This position is not elected by HVPC and does not have a term limitation. The Executive Vice President shall not have voting privileges. Vice President, Ways & MeansThe VP of Ways & Means oversees the fundraising efforts of HVPC in order to generate the resources needed to fund various programs and events of the HVPC. The VP of Ways & Means works directly with the Committee Representatives who are in charge of the various fundraising activities that HVPC sponsors throughout the year and serves as a liaison between the Executive Committee and these Committee Representatives. Examples of some of the sponsored fundraising efforts include escrip, Book Fair, and Gift Wrap Sales, in addition to an annual fundraising event. In the event that the Vice President/President-Elect chooses not to become President when he or she takes the Vice President office, then the VP of Ways & Means will become President and then Parliamentarian in the year following his or her Vice President of Ways and Means term. SecretaryThe Secretary shall attend all meetings of the Parents Club and Executive Board, or send a replacement to record the minutes. The Secretary shall record and distribute the minutes of each meeting of the Parents Club and of the Executive Board. The Secretary performs such other duties as may be directed or requested by the Executive Board. TreasurersHVPC has 2 Treasurers, who can divide the duties as they see fit. The Treasurers oversee all financial business of HVPC related to the June 30 fiscal year end. They manage the day-to day receipts and disbursements, store related backup documents; as well as balance the bank accounts on a monthly basis. The Treasurers create a budget for the following year; and they monitor revenues and expenses in relation to the current budget. Treasurers arrange for investments of surplus funds with the approval of the Executive Committee and procure and maintain all insurance for the benefit of HVPC and its officers, Members and agents. The Treasurers review financial statements monthly and work with an independent accounting firm to file our tax documents. The Treasurers are responsible for keeping a current list of all paid Members. Both Treasurers and the President have signature authority on all HVPC bank accounts, trust companies, or other depositories, but only the Treasurers have check-signature authority. The Treasurers will review money collection issues and processes with all Committee Chairs of all revenue-generating Committees. The Treasurers attend all Executive Board meetings and perform other duties as may be assigned to the position from time to time by the Executive Board. Legislative RepresentativeThe Legislative Representative helps to share information with HVPC members regarding the school budgets, referendums, state and federal education-related legislation, and anything else that may have an impact on education within Lafayette school districts and LPIE. The Leg. Rep. actively participates in Legislation Team meetings and reports on Legislation Team activities at HVPC meetings. The Leg. Rep. shall become familiar with the legislative calendar and legislative process in California and make an effort to understand the basics of school funding in California. The Leg. Rep. will gather feedback from the parent community about political issues of concern at Happy Valley and facilitate their participation in the legislative process. ParliamentarianThe Parliamentarian is the immediate past President of HVPC. In the absence of both the President and VP, the Parliamentarian may chair a Parents Club general membership meeting or Executive Board meeting. The Parliamentarian attends Executive Board meetings and assists with maintaining Parliamentary procedure and supervises revisions of the HVPC bylaws. The Parliamentarian will oversee the Nominating Process by selecting a Nominating Committee, and updating the Board on potential nominees. In the event that an immediate past President is unable to serve, then the Executive Board will nominate a person to be Parliamentarian. The Parliamentarian performs such other duties as may be directed or requested by the Executive Board. Nominating ProcessNOMINATING COMMITTEE The Executive Board Officers and Committee Chairs shall be nominated by an appointed Nominating Committee consisting of twelve (12) members of the Happy Valley Parents Club population. There will be two (2) members from each grade, K-5. There shall be two (2) alternates. The Committee shall be appointed at the December and January Executive Board Meetings. The Nominating Committee shall serve until all positions are filled. The President shall not serve ex officio or be elected to the Nominating Committee. The Parliamentarian shall assemble the Nominating Committee after which the Committee shall elect its own Chairperson. The Parliamentarian shall keep the Board updated during the Nominating process. No member of the Nominating Committee shall serve on said committee for two (2) consecutive years. Alternates shall not attend meetings unless an elected member cannot be present. In that event, the Alternate becomes the permanent member, replacing the elected member until such time as the committee is discharged of its duties. NOMINATING PROCESS The confidential nominating process period will occur in February and March of each year. Any HVPC Member may nominate him or herself or another Member for an Officer or Committee Chair position by contacting the Parliamentarian. The Nominating Committee will review all proposed nominations, and discuss all duties and responsibilities of the Executive Board and Committee Chair positions with all potential nominees. The Nominating Committee will present for approval by the current Executive Board a slate of candidates for the following school year’s Executive Board and Committee Chairs at the April Executive Board Meeting. The Board will announce all finalized incoming Executive Board Members and Committee Chairs at the May HVPC General Membership Meeting. SELECTION OF EXECUTIVE BOARD/COMMITTEE CHAIRS The HVPC board will approve the Executive board and Committee chairs as indicated in section 2 above on or before the May Regular Board Meeting. Those selected shall assume their duties on July 1st.
